He's not exactly evil, but he's greedy, cares only for himself, and is also an extremely annoying character. Perfect bad guy. Villians can work 2 ways: you love the bad guy, or you love to hate the bad guy. Now, Pigma or Andross are great villians because we love to hate them, but Wolf, he's more appealing, sexy, and he's very evil, so, we love him... to love him basically. Wolf is the best Villian.
