Sabre
Bit of a tall order. I don't know if any exist. I know of a video editor that's open source, but not sure on it's effects ability as I've not used it yet.http://jahshaka.en.softonic.com/

DZComposer
Jashaka is no more. The project is now Cenefx. Also, it is completely cross-platform: Win/Mac/LinuxHere's the deal with Open Source software: Only download it from the project's site. In this case, SourceForge is the official DL site. Sourceforge is safe, and is the number one Open Source distribution site. I do not trust those free software aggregation sites. You don't know if they altered the file, or if it is the most up-to-date version.http://www.cinefx.org/downloads/Also, I can attest that this software has no malware with it. I have it on my machine. If you get it from SourceForge and your A/V software flags it, it is most likely a false positive. I have yet to hear of a dangerous file coming from SourceForge. That said, it is buggy as crap and crashes a lot. I wouldn't trust it for a serious project.I've heard that blender can do such effects, but hell if I know how. I personally find Blender confusing, especially for video editing, as it is designed as a 3D modeler. ( http://www.blender.org ) Blender is also Open Source.EDIT:How Lucasfilm did Lightsabers is what Blender calls an "Alpha Over." Basically, you will render the blade and splice it over the source video. You'd probably want to do that for blaster shots as well. How to do a Simple overlay in Blender:http://www.youtube.com/watch?v=TNSd4ItWVIs&feature=relatedEDIT2:This was done in Blender (not mine...):j_Ridio5a0EDon't think this is easy, you will need to learn Blender before you can hope to do this. I did find this, though it does require knowledge of Blender: http://www.loramel.net/2008/07/lightsaber-node-setup/
Sabre
I didn't know that. Never used it before as I've said. Just one I've heard of.Blender I think would be a bit advanced if you are doing it for fun. The video editing in it is more for intergrating it into 3D animation.
