The statue: cool.

The system: probably an illegal emulator console.

Those Fox statues are rare. They're SNES marketing swag that was sent to select stores back in 1993. They're super rare. If you ever see it in that store's dumpster, be a hero and save it (it could also potentially net you several hundred dollars on E-Bay). I'd say it's unlikely to be thrown away, though, as the store (or its owner) likely paid several hundred for it.

BTW,

Emulators aren't illegal if they don't use code written by someone other than the author of the emulator.

That said, this console is likely NOT an emulator. Not sure about the Genesis, but I know the NES is old enough that it's patents have expired, meaning that those "NES on a chip" ICs that have been coming from china are theoretically legal, provided they didn't steal any programming code (whether or not it is possible to run commercial games without doing that is dubious). Usually, though, these chips are not well-designed and often run poorly. Though a multi-component circuit could probably do it. Note that those systems they sell in mall kiosks with a dozen or so NES games preloaded on them most definitely are illegal: the games are pirated. Basically, it would only be legal if you have to stick an NES cart into it.

Was going to but I probably cant afford it

also if u see in the backround they had the orginal starfox on display in that f3 console i told u about

At least say you would be interested in picking it up if they ever decide to get rid of it. Better than risk that someone who doesn't know what it is throws it away, and no one is there to pick it up.

How much did it cost when you were there?

More than likely it wasn't for sale. If it was, it'd probably be for like $600 or more.
