They do some development, but it's not their main business. In order to meet demands of fans, they sometimes use second and third party developers to help or completely build their games. End of story.No, just like everyone else they are a business, and a business needs to keep up with the industry. With their main development team, Nintendo EAD, bogged down with projects, they wouldn't be able to make games fast enough, to have EVERY SINGLE in-house franchise developed by EAD all at the same time would be a strain on resources, mainly manpower, money, and equipment. They simply wouldn't be able to make as high quality games. We would be getting very poor quality games and not as quickly as we would want them to, so us gamers would be losing on both subjects.It is cheaper, and also more efficient, to strike deals with their second parties, and the third party companies, and have them develop games while Nintendo themselves oversee the project and takes care of publishing.So what would you rather have? Very low quality games churned out a slow rate? Or would you rather get the games at the same rate we do now, and keep the quality that they have? Your decision. The British game development scene is different, so much so that it often shocks americans who come over here. Where as in the US you will have a team that makes the whole game, then ship it to a publisher. Here you have the core team of creatives who form the idea for the game as well lead technical and artistic roles, but then the bulk of the grunt work is done on contract.So, for sake of example, lets say your making Starfox, you would have your lead in house artists design the arwing, then commission a 3D modeler to build that while you work on something else. This system has it's pros and cons of course. Games writing is natoriously bad when using this system. It can also be benifital because you could, using the above example, hire a guy who only does aircraft modeling.I assume the Japanese do things differently as well.
