Sorry, but it doesn't matter what explanation anyone can come up with. The fact of the matter is, in the INSTRUCTION BOOKLET PROVIDED BY NINTENDO, says the Staff has "magical energy". I'm prone to believe the latter one of the staff, because Krystal has not shown herself (In otherwords Krystal is the only Cerinian we know so we can only assume what the other Cernians where like based off of Krystal.) to have magic abilities. And about all those "skills" that Fox/the Staff has?
