ROM stands for "Read Only Memory."

On cartridges, the game is stored on solid-state ROM chips.

In the case of game "ROMS," it is short for ROM Dump. A ROM Dump is taking the contents of the entire ROM chip(s) and copying them to another media, such as a PC hard drive.

There is no difference in the code, just that in the case of a ROM dump the data is not stored on the original ROM chips.

In fact, when they make cartridges, they flash them with what is essentially a master ROM dump to put the game onto them.

An optical-based game doesn't have ROM dumps, but people still call them ROMs as they are used to the term, though it is technically incorrect as those are called disc images.

Please do not ask here where to download ROMs of commercial games.

Not true. There are legal ways to get free stuff. In fact, I once got a $15 mail-in rebate for a $10 CD spindle. ^_^
